Company Introduction

The SWRA was established inline with the Government's vision for elected regional assemblies to represent the interests of the region through a devolved, decentralised, style of governance. The Regional Assembly provides policy guidance and support for issues facing the region. Its aim is to ‘provide a voice for the region and a broad vision for its economic, environmental and social well-being’

Problem Statement

The SWRA has experienced and must account for future rapid growth. The ongoing ad-hoc approach to procurement of their ICT solutions has resulted in an unreliable heterogeneous infrastructure

Problem Solution

MCL was responsible for conducting a study into the SWRA's current and future, business led ICT requirements. The study consisted of numerous ‘requirements elicitation workshops’ with all project stakeholders, i.e. executive sponsors, user representatives and strategic partners. Each workshop resulted in a large number of requirements organised into the following ICT sub-systems: Enterprise wide ICT Harmonisation Internet/Intranet Website Content Management System HR Personnel Management System HR Recruitment Management System Electronic Document Management System Training Course Administration System ICT sub-system interoperability Also, the following non-functional requirements, i.e. Training Requirements Policy Requirements Security Requirements Audit Requirements The findings of the study were recorded in a Requirements Specification Document detailing the 800, or so, individual atomic requirement statements. Considerable attention was given to ensure that all Functional/Non-functional requirements were traced back to the supporting Business Requirement/s. Such traceability ensured that the procured/developed solution reflected the true scope of the vision held by the executive sponsors and vital ‘business mission critical’ features were not inadvertently omitted
